A website mainly presents information. A web app lets users get things done: log in, manage data, place orders, run workflows. Dashboards, portals and PWAs are web apps, and they need a solid backend, authentication and security just like a mobile app.
It depends on your users and features. A PWA is installable, works offline and reaches every device from one codebase, which makes it a strong fit for internal tools, portals and first launches.
